As a persona non grata to all nobility but his own brother the King of Blood Eagle, Baron Bairn operates a corrupt fief where illegal activities and trade flourish under his protection. His reputation as an unparalleled warrior, when coupled with his drunken capriciousness causes all but his henchman, Court Jester and Assassin Shaggo, give him a very wide birth. He is content to push out contraband that injects chaos and increases instability in the Eastern Kingdoms, especially addictive illegal drugs created in the Hollers that he smuggles directly into Red Maw weakening the strength of the Eastern Kingdom's capital. Houses Powers and Blackwater operate in Drovers Whip in an outward display of antagonism towards House Thricemark, however in reality Baron Bairn and the two houses are secretly working in concert against the current ruling houses of the Eastern Kingdoms.
