Korland heavily influences Sawra, and their city-states follow the same general structure of unified defence. Anthir is the lead city, and their Duke owns some other towns like Gelreton. Their culture is highly stoic. They do not put much stock into art or beautification outside religious practice.

Ferdinand Keep was constructed in 478 A.R.M. by the Rendinian general Ferdinand Larsea as an outpost for keeping an eye on the green Wartide (mostly orcs, goblins, trolls, giants and ogres) which would occasionally swoop down from the north. A city grew around it as demand for whale blubber grew in the south. The city no longer processes whales in the Harbour, instead, it is processed in whaling stations around the coast and brought back to Anthir.

The city is a story of contrasts, with the excessively rich on the west side and the extreme poverty on the east side. The squat is a slum on a ridge with no protection from the arctic wind that blows into the city. While Golden Tree Hill houses the rich and powerful nobility that serve the Duke.

The Black Wolves were born in the warehouse district of the city as pirates who saw an opportunity to grow their operations. The slums of the squat made for easy pickings as they traded in human cargo, sending slaves to Apour. Rendin had outlawed slavery in 400 A.R.M. when they converted to the Cult of the Weave, but the nations of Apour had no problem keeping heathens as slaves.

In response to the threat posed by the Black Wolves and the lacking efforts of the nobility to do anything about it. The Magpies moved in to support and protect the poor in the city.

The city trades with the barbarians of the Wild Lands for rare pelts. Locally fish, lumber and wool are major industries. Being the only city with temples to all five goddesses in Sawra, Anthir benefits from extensive local religious tourism.
