A port town built upon a crescent shaped island. The island was initially inhabited by coastal elves, the Lunari, that prayed to Selune, but over the passed 20 years humans and dwarves came, finding opportunity. Moonstones, precious gemstones, are teaming within this island. At first it was the individual prospectors who came for the jewels but now it has become an entire industry, the Stone Hand Clan of dwarves has the contract over the mines, extracting the Moonstone for the merchant humans to sell off. This has left the prospectors destitute, living in squalor.
The Lunari allow this mining to happen not because they seek fortune but because they seek followers. The Lunari are a cursed people. On a full moon they transform into Weresharks. Some of the more ancient elves have taken control of their shifting curse, but most turn into feral, water breathing monsters. Their leading elder, Faroos of Waxing, had a vision. He and his people stood alone on the island, cursed and shifting, but others came ashore. The Lunari taught these newcomers of Selune, The Moon Maiden. The more that came, the more they taught. Eventually, when the island was full of many newcomers who basked in Selune's light, she blessed the Lunari and removed their shifting curse.
In order to bring this vision to fruition, Faroos allowed any who came to take as many Moonstones as they wished. As time as gone on though, the newer arrivals do not wish to hear of Selune. Tensions have begun to flare between the native Lunari and the people of Crescent bay, not helped by the Stone Hands persistent digging that disrupts the nightly rituals of the Lunari.
Among all of this tension, piracy is on the rise. The shipments out of the island haven't been making it to their destinations, so less and less ships are willing to take the risk. The Brutal Reaper Pirates have made encampment nearby and are plotting to ignite a conflict among the people and take the gems amidst the chaos.
