Fristad's High City towers above the two lower districts, and by extension the entire peninsula. Here reside the nobility, council, guild leadership, and those who have amassed enough wealth to think themselves better than the common folk. Even in death they rest lofted above the rest, buried away with whatever treasures their heirs hadn't divided like many pieces of torn cloth. Here they rest in peace, at least until the DM decides otherwise.
