Built by Elven refugees hundreds of years ago after their homeland was destroyed. Sanctuary travels the globe on the back of a Lion Turtle. The city has no static defences on the turtle shell, instead relying on superior air and naval superiority for defence and trade. Commerce is the life blood of the city, relying on food being imported and lucrative treasure and enchanted items as the main export.
